Nope.  User CALs will not work on downlevel servers. For 2000 Terminal
Servers, you have to use Device CALs. User CALs are only for 2003 and
later.

I am having a problem connecting a Windows 2000 Server box to my Windows
2003 Server Terminal Licensing Server to utilize the 'Per User CAL's'
that I purchased.  When using 2003, you would open Terminal Services
Configuration and choose Per User under Licensing.  However there isn't
that option in 2000.  Are there any tricks to get this to work?
