[Wusa-microsoft] Terminal Services

I am having a problem connecting a Windows 2000 Server box to my Windows
2003 Server Terminal Licensing Server to utilize the 'Per User CAL's' that I
purchased.  When using 2003, you would open Terminal Services Configuration
and choose Per User under Licensing.  However there isn't that option in
2000.  Are there any tricks to get this to work?
